It 1s essen-
tial to match this system to the farm in order to achieve good water use. p~
example of this 1s application of drip irrigation to orchards ,....here a 70%
decrease in water use can be effected and still increase productivity. For
this reason alternative~ one and two should not be consideren.

Our real concern though is the failure of soil conservation service to secure
funding for this project. Public Law 93-320 of June 24, 1974 directed: "'!'he
Secretary of Agriculture to cooperate in the construction of on-farm system
measures through prograns available to that Department..1

It has beeD some four years now Since that directive; ~o why not give this
program top priority for 1979.

Sincerely.

~~c?t7~:'

Sup.
