For a virgin flow of 14 million <br />acre-feet per year the salt load is 740,000 tons less than using <br />the procedures in the 1978 review. Projection of future salinity <br />119 with and without ~ontrol measures made using a lLrmillion-acre-foot <br /> <br />a,b,c <br /> <br />water supply, and a low depletion level indicate that there are <br />adequate salinity control measures included in the plan of imple- <br />mentation to maintain the criteria at th8 three lower mainstem <br /> <br />stations through 1995. <br />The state-adopted standards approved by EPA allow fer temporary <br />increases above the criteria level if the salinity control measures <br /> <br />are included in the plan. The FOrunl has aptly demonstrated by its <br />studies, that even with the higher salt loading there are adequate <br />salinity control measures proposed in the plan of implementation <br />to offset the anticipated salinity increases through the year 1995. <br />The 1981 review retains that same provision allowing for temporary <br /> <br />increaces above the numeric criteria. <br /> <br />In summary, the Forum recommends no change in the numeric <br /> <br />. <br />#10 criteria for the three stations - below Hoover 723 mg/L, below <br /> <br />Parker 747 mg/L, and at Imperial Dam 879 mg/L. <br /> <br />The plan of imple- <br /> <br />mentation calls for: 1) prompt completion of construction of two of <br />the authorized salinity control units; 2) authorization and construction <br />of 10 units after receipt of favorable planning reports; 3) the placing <br />of effluent limitations on industrial and municipal discharges consistent, <br />1111 with the Forwn' s polciy concerning those types of discharge (adopted by <br />a,b <br />the States and approved by EPA); 4) expeditious implementation by the <br />Department of Agriculture of on-farm and related improvement measures <br />for salinity control; 5) implementation of salinity control measures <br /> <br /> <br /> <br />, "'....~t'T-' <br /> <br />~ <br /> <br />;;;........---<>.- <br /> <br />,"-~'" <br /> <br />..~." <br /> <br />> -":t; <br />","-, -,,'" ..,~~.1 <br />
