The Forum consists of two, but not to

exceed three, members from each state. The representatives are
from water development and water quality agencies of each state
who are appointed by, the governors to the states to represent those
states on '"he Colorado River Basin Salinity Control Forum.
The Forum also has a work group, which conducts the technical
and engineering work associated with the original standards and
standards review, as well as other matters considered by the Foram.
The members of the Colorado River Basin Salinity Control Forum and
#1 the states and agencies they represent are shown on this figure.
EPA interpreted Public Law 92-500 as requiring salinity
standards. In December 1974 regulations were promulgated which
required salinity standards for the Colorado River. The salinity
standards include numeric criteria and a plan of implementation
for salinity control. In response to the 1974 regulations, the
Forum issued its report in June of 1975 which set forth numeric
criteria and a plan of implementation for salinity control.
