In our case, the great Hughes <br /> <br />Tool plant, and a number of other tremendous, nominally west coast <br /> <br />operations are moving into the area !mown as the State of Arizona. <br /> <br />More will follow, if the inquiries already on file are any indication <br /> <br />of what lies ahead. Why are they coming? Many reasons are involved, <br /> <br />of course, but the country's security is the first and the most impor- <br /> <br />tant single issue, and I think it could be safely said, that there is <br /> <br />no other comparable area in the entire United States of America that is <br /> <br />more vulnerable and more likely to be the first to be hit than the City <br /> <br />of Los Angeles or the City of Jan Francisco. To be able to paralyze <br /> <br />these two strategic centers with their tremendous airline installations, <br /> <br />with their tremendous concentrations of cOlllllluuications, their tremendous <br /> <br />concentrations of industry and population, would be a paralyzing blow. <br /> <br /> <br />California is sincerely concerned about the future, She should not for- <br /> <br />get that a completely secured breadbasket in Arizona and in Utah may <br /> <br />well be the most important security in her entire world. <br /> <br /> <br />Now, I recognize that of recent date, you have had considerable <br /> <br />discussion on this subject, and I am assuming that you intended for me <br /> <br />to come here and speak frankly. Those who addressed you recently, <br /> <br />argued a position that would put an absolute stop to the use of water <br /> <br />from the Colorado in Utah as well as in the other States of the Colorado <br /> <br />River Basin for agriculture, in order to deliver power and electricity <br /> <br />principally to California at the lowest possible cost, at the same time <br /> <br />allowing the water to flow on for California's use according to her <br /> <br />measurements and the interpretation that she places on the so-called <br /> <br />"Santa Fe Contract". <br />
