How we can appropriate millions, for example, for so-called <br /> <br />Civilian Defense on the one hand, and encourage or foster disintegra- <br /> <br />tion of vital parts of our econo~ from within, is a bewildering <br /> <br />~ster,y to me. Today California is promoting one of the most elaborate <br /> <br />Civilian Defense Programs in the entlre countr,y. Millions will be <br /> <br />spent for a first line of defense, that will, of course, be along the <br />coast, while the left hand is cutting off the develo~ent of a second <br /> <br />line of defense, that may well, some day, be the difference between <br /> <br />survival and defeat. Why spend the millions for Civilian Defense along <br /> <br />the coastline if there is no possibility whatsoever that there will <br /> <br />ever be any reason why such an expenditure should be justified? After <br /> <br />looking over the water supply in Eientral Arizona from any angle, or in <br /> <br />the State of Utah from any angle, you would hate to be one of the <br /> <br />millions, if you were a Californian who might have to be evacuated to <br /> <br />these areas for food and security by reason of a completely untenable <br /> <br />resident situation along the Pacific coast. Fantastic? Well, we have <br /> <br />found it a little difficult to get into the subject of civilian defense <br /> <br />with the vigor and enthusiasm that perhaps the national situation <br /> <br />would justify. No matter. We are being constantly told day after day <br /> <br />by our leaders in this countr,y that it could happen tomorrow, by guided <br /> <br />missles and a great variety of other assaults. Such vulnerable areas <br /> <br />as the Pacific coast could become the center of a great deal of confusion, <br /> <br />so it isn't fantastic at all. <br />
