Heltonl <br /> <br />May 4, 1970 <br /> <br />This present.ation is a. study of the case history of <br /> <br />attemp-ts to establish a permanent, recreation pool in John Martin <br /> <br />Reservoir by the Sta.te of Colorado. <br /> <br />John Hartin Reservoir, located on the Arkansas River <br /> <br />near the community of I,as Animas in the southeastern part of the <br />i <br />I <br />State, was authorized by the Flood Control Act of 1936 for the <br />I <br /> <br />purposes of flood control and conservation of water for irrigation <br /> <br />use. It vias constl:ucted by the Corps of Engineers at the expense <br />I <br />of the Federal (;!overmnen'c and was operational in 1948. According <br /> <br />to the most recent t:able. the reservoir capacity at maximum pool <br /> <br />elevation is 619,000 acre-feet of which 348,000 acre-feet is <br /> <br />conservation storage. The storage above the conservation pool is <br /> <br />flood control and releasod as rapidly as possible at the maximum <br /> <br />rate the channel will carry without property damage. <br /> <br />The operation of t.he conservation pool is set forth in <br /> <br />the Arkansas River Compact, an ag-reement bet';leen the States of <br /> <br />Kansas and ColoradO, approved by their legislatures and by the <br /> <br />lwate:c Resource Engineer wH:h the Colorado Watex' Conservation <br />Board. <br /> <br />. .' ,--"" _~_ A" <br />
