purposefully ttvough the leadership of bodies such
as the Grand Canyon VISibility Transport
Commission and the EPA, these hazes can be
minimiZed.

What Is . Declvlew?

One of the biggest problems in visibility
management is simply visualiZing the effects of
variOUS management strategies. To help transform
a bewlldering array of numberS and equations into
an easily usable scale, Marc Pitchford (EPA)
presented the 'deciview" concept of measuring haze
to the Commission's committees at the
Albuquerque meeting in April.

The deciview is patterned after the decibel, used to
measure sound. Just as a one decibel increase
mlldcs a barely perceptible increase in sound, so a
.
oM deciview increase marks a barely perceptible
inctease In haze. The decivieW scale measures the
hazineSS of the air, and does not distinguish
between natural and hum~ hazes. Since
the deciview is derived from other physical
measurements of visibility, it can be handled
mathematically, However, since the units are tied to
human perception. they are easier for the non-
scientist to interpret.

,

"
'\

Perhaps one of the most exciting applicatiOns of the
deciview concept is the potential to produce
computer-generated images or 'photographs' of the
same scene with varying amounts of haze. By
eliminating the effects of light and shadow, weathllf
and season, an individual can focus qn actual
differences in haze levels. Sets of such computer-
generated 'photographs' at one deciview
increments would allow ready comparison of the
effects of different visibility management strategies.

Commission Chronoloav

June 20. 1993:

CommiMion.1"I meet during Wutem
Gov.mora' _iolion meeting, Tu....n.
AZ

Octo~ 18-22.1993: Commi..ion committ... to meet In Salt
Lolt.
