~ _J. -

m)dG~'~

SYSTEM DEVELOPMENT CHARGE (SDC)/
~ATER RATE STUDIES

Since 1973, the Denver ~ater Department has used System Development
Charges (tap fees) and other front-end capital contribution require-
ments from new customers to reduce 9rowth-related costs included in
water rates. ~ith the creation in 1979 of a "Rate Section" within
the Department, SDC and water services rates are now subjected to a
continuing review. The consulting engineering firm of Black & Veatch
is presently undertakin9 a comprehensive study of SOC to address sup-
portable levels of growth-related capital costs which might properly
be supported by a System Development Charge.

As a part of this process, the CAC has established a "Rates Task
Force". For the benefit of the CAC Rates Task Force, the D~D is con-
sidering an evening "Water Rates ~orkshop" in 1983 to address the
important area of how revenue requirements are determined and recov-
ered from rates and the SOC.

A Summary of the SDC study will be available to those who wish to re-
ceive it. In addition, public meetings will be held prior to Denver
~ater Board action on modifications of water rates. If you are in-
terested in receiving the SDC study summary or participating in the
discussion of rates, please check the appropriate line in this mail-
ing and return it to the D~D.

.

- 3 -
