In exchange for financing 80% of the cost of a System-wide <br />Environmenta1 Impact Statement (EIS), suburban water "Providers" -- <br />the descriptive term for participants in the agreement -- were provid- <br />ed an opportunity to participate in funding these future projects and <br />to be entitled to a share of the water coming from the projects. 47 <br />metropolitan area agencies in Adams, Arapahoe, Boulder, Doug1as, and <br />Jefferson counties have agreed to pay 80%, or $5.4 million, of the <br />estimated $6.7 million cost of the EIS. Denver is paying the remain- <br />ing 20% of the costs. <br /> <br />A series of four pub1ic meetings was conducted by the CAC to gather <br />comment on the proposed agreement. Additionally, at the request of <br />some providers, preliminary drafts of specific project cooperative <br />financing agreements for the proposed Two Forks Dam as well as for <br />the enlargement of Gross Dam and comp1etion of the Wi11iams Fork Col- <br />lection System, have been made available for review by water Provid- <br />ers. It is anticipated the Water Board will act on these Agreements <br />in early 1983 and present one or more of them to Providers under the <br />Metropolitan Water Development Agreement. The process of the Specific <br />Project Agreements requires the offer to Providers be kept open for <br />six months. <br /> <br />In the meantime, the Board and the CAe will receive the benefit of <br />work currentl y und erway by the Governor's Round tab 1 e a nd the System- <br />wide EIS. Like the Metrop01itan Water Deve10pment Agreement, the spe- <br />cific project agreements have been the subject of public meetings. <br />The CA~ and the DWD welcome comments on a specific project before its <br />adoption by the Board and subsequent presentation to the Providers, <br />although the issues associated with individual projects wi1l be more <br />properly addressed as a part of the EIS process. <br /> <br />A newsletter.
