<br />It is that time again to begin submitting testimony to Congress in support of appropriations for
<br />the Salinity Control Program. In his budget submittal to Congress, President Clinton has again
<br />requested a $300 million appropriation for the Department of Agriculture's Environmental Quality
<br />Incentive Program (EQIP), Last year, you will remember, Congress reduced the spending from the
<br />mandatory level of $200 million to $174 million, This year the Forum is requesting that the EQIP
<br />program at leas! be resthred to the $200 million level, or more if necessary, so as to allow the funding
<br />of national priority areas, The table below shows the approved Forum and Advisory Council
<br />appropriation requests for FY 2000.
