The $91,534 figure is merely a computation to <br /> <br />show that the initial budget is well within the authorized limit. <br /> <br />Headquarters <br /> <br />The location of the office of the Council must reflect a number of <br /> <br />considerations. In these days of jet travel, the selection may be less crucial <br /> <br />than in other times, ~rovided the site selected is one of several comparatively <br /> <br />accessible cities. In this category are three cities already mentioned promi- <br /> <br />nently: Portland, Salt Lake City, and San Francisco (in alphabetical order). <br /> <br />Salt Lake City is the most centrally located. San Francisco would be closer <br /> <br />to the center of the region's population. Portland is c~oser to the watera <br /> <br />believed by some to be available for diversion. <br /> <br />Because the political sensitivity of proposals for regional water <br /> <br />planning may well be the key to the success of this regional effort, it would <br /> <br />appear to be advantageous to locate the headquarters of the Council (at least <br /> <br />initially) in Portland. It would be a further part of this recommendation <br /> <br />that meetings of the Council itself normally not be held in the state of the <br /> <br />headquarters. <br /> <br />September, 1965. <br />
