The objective of the exchange is to
make available hydrologic, geologic and water quality data in
either country, to both Sections of the Commission to enable evalu-
ation of international ground-water basins conditions.

New Developments in Region

Point 6 of Minute No. 242 provides that:

"...The United States and Mexico shall consult with
each other prior to undertaking any new developments
of either the surface or the groundwater resources,
or undertaking substantial modifications of present
developments, in its territory in the border area
that might adversely affect the other country."

The U.S. and Mexico, through the IBWC, have held meetings concern-
ing technical aspects in both countries in furtherance of ongoing
consultations regarding the proposed lining of the All-American
Canal. One field trip by personnel of the Mexican National Water
Commission and the U.S. Bureau of Reclamation occurred during
calendar year 1991 and it included helicopter flights over the
All-American Canal and San Luis region and a tour of the Yuma
Desalination Plant.

* Data to be supplied later
