<br />The deliveries to Mexico on the land boundary and in the limitrophe
<br />section below Morelos Dam in calendar year 1991 which were less
<br />than the annual volume of 140,000 acre-feet (172,689,000 cubic
<br />metres) referred to in Minute No. 242 were made up by waters deliv-
<br />ered to Mexico in the bed of the river above Morelos Dam as is
<br />required by Point 1 of the Minute. The quantities of water deliv-
<br />ered across the land boundary at San Luis and in the limitrophe
<br />section below Morelos Dam were less than the annual volume of
<br />140,000 acre-feet (172,689,000 cubic metres) referred to in Minute
<br />No. 242, because of the effects of pumping in prior years of
<br />groundwaters by the Yuma Mesa wells, the protective and regulatory
<br />pumping wells in the U.S., drainage wells in the Yuma Valley and by
<br />Mexican wells near San Luis.

<br />Average salinities of the waters delivered to Mexico on the land
<br />boundary at San Luis under Minute No. 242, since it became effec-
<br />tive on June 24, 1974, are tabulated as follows:
