Fil tel' Plant \vater Measurement <br /> <br />There are several levels at which conservation alternatives could be evaluated <br />vmich ranGe from continuaticn of the existing program to something Irnch yields <br />results as severe as the previously described "NO ACTION" altenlative. Some of <br />the above items could be considered at the lesser end of the conservation effective- <br />ness scale. Full implementation of universal metering may achieve siQ'lificant <br />water savings. Rate structure manipulations, which are dependent upon implementa.- <br />tion of universal metering, meW achieve even greater savings if vlater users ha.d to <br />pay escala.ting rates. Charees in lifestyles would likely occur if substantial rate <br />changes l'lere instituted.
