<br />. <br /> <br />. <br /> <br />. <br /> <br />Final PSOP Implementation Committee Report Page 6 of 23 <br />2?"'') <br />The Implemenlafio~ Committee has completed their work and presents this PSOP <br />Implementation Committee Report (the Report) and its recommendations in response to the <br />outstanding issues listed above. This Implementation Committee Report is considered an <br />addendum to the Final Preferred Storage Options Plan Report. The Report adds detail to the <br />PSOP and changes the term District Water Management Storage to "Enterprise Water <br />Management Storage" in recognition that the District's Water Activity Enterprise will manage <br />the space. <br /> <br />This Implementation Committee Report (the "Report") began as a set of concepts papers <br />drafted by the Implementation Committee to describe the operational details of the key <br />elements of the Preferred Storage Options Plan. This Report represents the consensus-based <br />work of the Committee and will be the position of the Southeastern Colorado Water Activity <br />Enterprise as it works with the Bureau of Reclamation on the implementation of the PSOP. <br /> <br />Section 2 - Re-operations Storage <br /> <br />2.1 Operational Details-Current project operating policies and constraints must govern re- <br />operations so that existing users of the Fry-Ark Project and the Winter Water Storage Program <br />are not adversely impacted. Current Fry-Ark Project spill priorities and Allocation Principles will <br />be maintained. Municipal entities that wish to secure re-operations storage, should first sign an <br />MOA with the District's Enterprise by the June 1, 2001 deadline (see Participation Section of <br />this Report). Then, they will need to execute a contract with the Bureau of Reclamation, once <br />the authority for such contracts is established. The basic terms of re-operations storage is <br />outlined below: <br /> <br />1. Municipal entities that are eligible to utilize carryover storage in Project reservoirs for <br />their Project Water allocations, are also eligible to participate in re-operations storage; <br />2. Municipal entities participating in re-operations contracts will be able to decide how they <br />wish to use the re-operations space (i.e., for Project or non-Project Water storage, or <br />both); <br />3. FVA entities may use re-operations space within the 78,000 acre-feet of space available <br />for their Project storage; <br />4. Eligible entities East of Pueblo may use re-operations space within the 37,400 acre-feet <br />of space available for their Project storage; <br />5. Eligible entities West of Pueblo may use re-operations space within the 12,400 acre-feet <br />of space available for their Project storage; <br />6. Pueblo may use re-operations space within the 31,200 acre-feet of space available for its <br />Project storage: (May include the Pueblo Board of Water Works storage contract which is <br />similar in some, but not all respects, to a re-operations storage contract); <br />7. Demand for re-operations storage may require the District to make additional <br />distributions of storage space within the current allocations for the entities located both <br />East and West of Pueblo; and, <br />8. Re-operations contracting will not impair the ability of re-operations contractors or other <br />eligible entities from securing annual If & When storage contracts, as space is available, <br />and under the terms as established by Reclamation. <br /> <br />2.2 Limitations and Obligations Under Re-operations Contracts <br /> <br />1. Arkansas Valley Conduit Capacity-The Pueblo Dam south outlet works capacity is 359 <br />cfs, which includes 30.94 cfs for the Arkansas Valley Conduit, 278.50 cfs for the Pueblo <br />Board of Water Works, 30.60 cfs for the Fountain Valley Authority, and under separate <br />authority, 18.94 cfs forthe Pueblo West Metropolitan District.
