<br />Final PSOP Implementation Committee Report Page 5 of 23 <br />')')..,r, <br />Fundift9"t"~PSOP- The PSOP requires participants to pay for the costs of developing their <br />own storage space, including mitigation of potential impacts to wetlands, recreation or other <br />facilities, as well as the implementation costs associated with securing authority for re- <br />operations contracts and the proposed enlargement projects. <br /> <br />. <br /> <br />Water Activity Fund-The Preferred Storage Options Plan proposes the establishment of a <br />"Water Activity Fund" that would fund Safety of Dams repayment, establish an O&M reserve <br />fund, and fund the possible transfer of O&M responsibility to the District's Enterprise. <br />Revenues for the Water Activity Fund come from a surcharge on the use of Project Water and <br />storage in Project facilities. The Water Activity Fund surcharges were proposed to begin in <br />2001 according to the PSOP. (The Implementation Committee will recommend that these <br />surcharges begin in 2002.) <br /> <br />The Final PSOP Report-The preceding summary is not intended to be a complete recitation <br />of the PSOP. A copy of the complete rreferredStorage OptiQnsplanReport is available for <br />your review by calling the Southeastern Colorado Water Conservancy District (719-948-2400), <br />or by visiting the District's web site: www.secwcd.org. <br /> <br />Section 1 - Introduction <br /> <br />. <br /> <br />The Board of the Southeastern District's Water and Storage Needs Assessment Enterprise <br />voted September 21, 2000 to accept the Final Preferred Storage Options Plan Report (PSOP) <br />and the Report's recommendations. The PSOP Report was the culmination of a three-year <br />study effort by water users and others in the Southeastern Colorado Water Conservancy <br />District to determine the best approach to meet future water storage needs. The PSOP Report <br />was developed through the Water and Storage Needs Assessment Enterprise's Storage Study <br />Committee, a committee of local agricultural and municipal water users, recreation and <br />environmental interests, state parks and wildlife agencies, federal agencies, and local citizens. <br /> <br />The recommendations of the PSOP Report included direction to establish an "Implementation <br />Committee" to work on a set of outstanding issues, including the operational details of the <br />PSOP and the terms of proposed memorandum of agreements (MOA) required for <br />participation in the implementation of the PSOP. Those outstanding issues, as reported in the <br />Final PSOP Report include: <br /> <br />1. exact capacity, location, and priority uses for the District Water Management <br />Storage (DWMS); <br />2. financial responsibilities for the development of the DWMS; <br />3. limitations on the use of enlarged storage space and the requirements for use of re- <br />operations storage; <br />4. commitments to the 100 cfs "minimum target flow" below Pueblo Dam and resulting <br />operational limitations; <br />5. terms and conditions concerning the District's filing for an exchange water right to <br />manage Project Water return flows; <br />6. finalization of the surcharge schedule; <br />7. the operation of the Winter Water Spill Credit; and <br />8. determine how to proceed with a water right filing on enlarged storage space <br /> <br />. <br /> <br />The Implementation Committee (the Committee) was also asked to consider proposals <br />regarding the involvement of the City of Aurora in the development of new storage space <br />under the PSOP. A recommendation on this matter is contained in the Report. <br /> <br />3/20/02 <br />
