The purpose of the <br />"water quality management program" is to address water quality concerns through the <br />implementation of "best management practices" or other appropriate measures in a <br />manner consistent with applicable water supply needs and water quality requirements. <br />The long-term water quality monitoring program will be implemented via a joint funding <br />agreement with the United States Geological Survey (USGS) and the District's <br />Enterprise. The funding obligation for this program will begin in January 2002 <br />5. Arkansas Valley Conduit Capacity-The Pueblo Dam south outlet works capacity is 359 <br />cfs, which includes 30.94 cfs for the Arkansas Valley Conduit, 278.50 cfs for the Pueblo <br />Board of Water Works, 30.60 cfs for the Fountain Valley Authority, and under separate <br />authority, 18.94 cfs for the Pueblo West Metropolitan District The Arkansas Valley <br />Conduit was an original element of the Fry-Ark Project as authorized by Congress, and is <br />currently undergoing feasibility studies, Therefore, any re-operation of storage in Pueblo <br />Reservoir must protect the integrity of the delivery capacity from the dam that would <br />supply the conduit New uses of the south outlet works would have to assure that <br />capacity for the Arkansas Valley Conduit is not compromised. <br /> <br />Section 4 - Use of Enterprise Water Management Storage <br /> <br />The Enterprise Water Management Storage will be a part of enlarged Project facilities and/or <br />within existing non-Project facilities. Each participant in the enlargement project will be <br />obligated to fund the development of storage space equivalent to 115 percent of their <br />individual storage needs. Such additional 15 percent of storage space shall be designated as <br />Enterprise Water Management Storage. The final amount of Enterprise Water Management <br />Space developed will be determined by actual participation in the enlargement project, and the <br />storage developed could be more or less than 7,500 acre-feet <br /> <br />Priorities for the use of Enterprise Water Management Storage will be guided by the following <br />outline: <br /> <br />1. Temporary Storage Contracts for agricultural and municipal/domestic users. (7,500 AF) <br /> <br />1.1 5,000 acre-feet for improved management of Winter Water. Available as <br />dedicated storage space into which Winter Water spills at Pueblo Reservoir could <br />be stored for later use by direct flow participants of the Winter Water Storage <br />Program. In the event that sufficient conservation space becomes available at <br />Pueblo Reservoir in a year when Winter Water has spilled, Winter Water stored in <br />EWMS would be re-stored in the original Winter Water accounts. All Winter Water <br />stored in EWMS is subject to terms and conditions of the Winter Water Decree (84 <br />CW179). <br /> <br />1.2 2,500 acre-feet for annual If & When storage contracts for the storage of non- <br />Project Water by municipal/domestic entities and agricultural users without a <br />storage allotment contract, and based upon need as determined by the Board of <br />Directors of the Enterprise. <br /> <br />1.3 The entire 7,500 acre-feet of EWMS may be used on an If & When available <br />basis by both agricultural and municipal/domestic users, but the direct flow Winter <br />Water applicants shall have the first right to use 5,000 acre-feet reserved for this <br />purpose. <br /> <br />1.4 If & When storage contracts for EWMS shall be subject to spill whenever the <br /> <br />3/20/02 <br />
