Detena1nation of the exact fiow levels to be studied <br />and the timing of those studies will be established by a technical study <br />teUl and wrked into the release progrus.of the Bureau of ReclUllltion and <br />Western Area Po_r Adllinistration. You should ake eyery effort to <br />eliminate any impact on nOr'llllll power operations. <br /> <br />If flow conditions (either too high or too low) constrain the ability to <br />observe the necessary test fiows, the specif1c portion of the study that <br />requires that flow will be postponed lIItll proper flow conditions are <br />possible. The specific contingency plans that will force this action to be <br />taken will be wrked out allOng the affected bureaus and agencies and <br />provided to the technical study plan development group. <br /> <br />You should initiate the study plan develo,.nt and constituent input <br />i.-diately so that low fiow stuelies usociatecl with trout fishery concerns <br />can be initiated by December 1988.
