RAINBOW BRIDGE MONITORING PROGRAM

Background - In a suit dated August, 1973 (Friends of the Earth et a1.
vs. Armstrong et a1.), the 10th Circuit Court decreed that the Bureau
of Reclamation monitor the effects of Lake Powell's incursion into
Rainbow Bridge National Monument for a period of 10 years.

Approach - A monitoring program of the most advanced technology avail-
able, including surveys, photography, and geologic methods of a non-
destructive nature, has been conducted periodically. The'resulting
data has been compared with past data, checking for any changes in the
structural stability of the bridge.

Conclusion - As of March 31, 1978 (completion of status report period
No. 10), results of all monitoring programs show that no changes or
adverse effects on the structural stability of Rainbow Bridge or the
surrounding foundation have occurred from t~e incursion of Lake Powell
into the National Monument.
