<br />Or..~ft' <br />iJL.i.-'~ <br /> <br />INTRODUCTION <br /> <br />The United States, acting through the Department of the Interior, <br /> <br />Bureau of Reclamation, is considering a contract with Utah Power & Light <br /> <br />Company and Emery Water Conservancy District for the sale of water to <br /> <br />provide a portion of the water supply for a thermal-electric generating <br /> <br />plant to be constructed by the Company at Huntington Canyon, Utah, <br /> <br />about 29 miles by road southwest of Price, Utah. This contract will re- <br /> <br />quire the Utah Power & Light Company to comply with all applicable <br /> <br />Federal, State, and local laws, orders and regulations concerning air <br /> <br />and water quality control. <br /> <br />The Company would be obligated to limit particulate emission from <br /> <br />the plantto no more than 0.05 pounds per million B.t.u. heat input, and <br /> <br />to install and operate facilities or equipment to comply with applicable <br /> <br />Federal, State, or local laws, regulations or standards for control of <br /> <br />oxides of sulfur and nitrogen. The design of the plant will, to the <br /> <br />extent practicable, provide for the future installation of any equipment <br /> <br />or facilities required to comply with these laws, regulations, or <br /> <br />standards. <br /> <br />The Company shall further comply fully with all applicable Federal, <br /> <br />State, and local laws, orders and regulations concerning the pollution <br /> <br />of streams, reservoirs, ground water, or water courses with respect to <br /> <br />thermal pollution or the discharge of refuse, garbage, sewage effluent, <br /> <br />industrial waste, oil, mine tailings, mineral salts, or other pollutants. <br />
