<br />..,.0\ <br />O"l <br /> <br />. <br /> <br />e <br /> <br />. <br /> <br />Agenda Item 10 <br />March 14, 1988 <br /> <br />with respect to appropriations for the balance of the <br />Bureau of Reclamation's program. I believe that there are only <br />two items in the President's budget request with which the <br />Board should differ. First. the budget request for the <br />Animas-La Plata Project is substantially less than the Bureau's <br />capability for FY 1989. That capability is $7.8 million. a <br />figure which is consistent with the 12-year construction <br />schedule which was negotiated in the course of the June, 1986, <br />cost-sharing agreement. I believe that the Board should seek <br />this higher sum. <br /> <br />Second, the President's budget request does not contain <br />funding for completion of the small project loan and grant for <br />the Stagecoach Project. $5.037 million in additional funding <br />is needed in FY 1989 to complete that project. <br /> <br />With respect to the President's budget request for the <br />Corps of Engineers. I suggest that the Board authorize me to <br />work with the City of Pueblo and the Urban Drainage and Flood <br />Control District to determine what sums to request for the <br />Fountain Creek and Westerly Creek Flood Control Projects, <br />respectively. The Board has strongly supported both of these <br />projects in years past, so the only question is the appropriate <br />level of funding. <br /> <br />Recommendation <br /> <br />I recommend that the Board authorize me to testify before <br />the Senate and House Appropriations Committees in support of <br />the President's budget request for FY 1989 with the following <br />exceptions: <br /> <br />(1) Support the Advisory Council's request for the <br />Colorado River Basin Salinity Control Program, with <br />particular emphasis upon the appropriation for the <br />Lower Gunnison Salinity Control Unit in the amount of <br />$5 million. <br /> <br />(2) Seek $7.8 million for the Animas-La Plata Project, <br /> <br />(3) Seek 5.037 million for the Stagecoach Project. and <br /> <br />(4) Authorize me to consult with the City of Pueblo and <br />the Urban Drainage and Flood Control District with <br />respect to establishing a position on appropriations <br />for the Fountain Creek and Westerly Creek Flood <br />Control Projects. <br /> <br />JWM/gl <br />Enclosures: as stated <br /> <br />-2- <br />
