Walker
Deputy Director

TO:

Members. CWCB

FROM: Bill McDonald

DATE: March 14. 1988

SUBJECT: Agenda Item 10. March 21-22. 1988. Board Meeting--
Federal Water Project Appropriations for FY 1989

Introduction

I am scheduled to testify before the Water and Energy
Subcommittees of the House and Senate Appropriations Committees
next month concerning FY 1989 appropriations for the Bureau of
Reclamation and the corps of Engineers. Therefore. the Board
needs to determine its position on the appropriations which it
will request.

Discussion

The first enclosure to this memorandum is a February 18th
memorandum from the Salinity Control Forum setting forth
information on the appropriations for the Colorado River Basin
Salinity Control Program. The second enclosure is several
sheets long and pertains to all aspects of the Bureau of
Reclamation's program in Colorado. As of the date of this
memorandum I have yet to obtain information concerning the
President's budget request for the Corps of Engineers. although
the critical item will be the FoUntain Creek and Westerly Creek
Flood Control Projects in PueblO and Denver/Aurora.
respectively.

With respect to the Salinity Control Program. the enclosure
shows the difference between the appropriations recommended by
the formal Advisory Council to the Department of the Interior
for this program and the President's budget request. David
Robbins and I are Colorado's representatives to the Advisory
Council. The key difference between the Advisory Council's
request and the President's proposed budget is the failure of
the President's budget to request funding for the Lower
Gunnison Salinity Control Unit in Colorado. We should strongly
support and aggressively seek the appropriation for that Unit
which was recommended by the Advisory Council.

6394E
