Board Meeting-- <br />Federal Water Project Appropriations for FY 1989 <br /> <br />Introduction <br /> <br />I am scheduled to testify before the Water and Energy <br />Subcommittees of the House and Senate Appropriations Committees <br />next month concerning FY 1989 appropriations for the Bureau of <br />Reclamation and the corps of Engineers. Therefore. the Board <br />needs to determine its position on the appropriations which it <br />will request. <br /> <br />Discussion <br /> <br />The first enclosure to this memorandum is a February 18th <br />memorandum from the Salinity Control Forum setting forth <br />information on the appropriations for the Colorado River Basin <br />Salinity Control Program. The second enclosure is several <br />sheets long and pertains to all aspects of the Bureau of <br />Reclamation's program in Colorado. As of the date of this <br />memorandum I have yet to obtain information concerning the <br />President's budget request for the Corps of Engineers. although <br />the critical item will be the FoUntain Creek and Westerly Creek <br />Flood Control Projects in PueblO and Denver/Aurora. <br />respectively. <br /> <br />With respect to the Salinity Control Program. the enclosure <br />shows the difference between the appropriations recommended by <br />the formal Advisory Council to the Department of the Interior <br />for this program and the President's budget request. David <br />Robbins and I are Colorado's representatives to the Advisory <br />Council. The key difference between the Advisory Council's <br />request and the President's proposed budget is the failure of <br />the President's budget to request funding for the Lower <br />Gunnison Salinity Control Unit in Colorado. We should strongly <br />support and aggressively seek the appropriation for that Unit <br />which was recommended by the Advisory Council. <br /> <br />6394E <br />
