<br />2.0 SCOPING ACTIVITIES AND ISSUES <br /> <br />This section documents the purpose and objectives of scoping, and identifies issues that were <br />frequently raised through the scoping process. <br /> <br />2,1 PURPOSE OF THE SCOPING PROCESS <br /> <br />"Scoping" is an integral part of the NEP A process. Scoping provides" all early alld open process <br />for deter/llillillg the scope of issues to be addressed alld for idellhfljillg the sigllificallt issues related to a <br />proposed actioll." (40 CFR S 1501.7) <br /> <br />The objectives of scoping for this Federal action include the following: <br /> <br />. Identify significant issues rela ted to the proposed project; <br /> <br />. Determine the range of alternatives to be evaluated; <br /> <br />. Identify environmental review and consultation requirements; <br /> <br />. Define the environmental analysis process and technical studies necessary to adequately <br />address the impacts of the proposed project; <br /> <br />. Identify the interested and affected parties; and <br /> <br />. Provide information to the public regarding the proposed project. <br /> <br />2.2 SCOPING ANNOUNCEMENTS <br /> <br />Reclamation published in the Federal Register a Notice of Public Comment Period on the draft <br />proposal for the 'definition and payback of inadvertent overruns for delivery of Lower <br />Colorado River Water' (Inadvertent Overrun Policy) on January 18, 2001 (Federal Register Vol. 66 <br />No, 12 page 4856-4858). The public comment period extended until March 24, 2001, On <br />March 9, 2001, Reclamation published in tlle Federal Register a second Notice, extending the <br />public comment period on the draft proposal for the lOP from March 24, 2001 to April 10, 2001 <br />(Federal Register Vol. 66 No. 47 page 14212), Sixteen comment letters were received on the <br />proposed lOP. <br /> <br />Also on March 9, 2001, Reclamation published in the Federal Register a Notice of Intent (NOI) to <br />prepare an EIS and initiation of scoping process for the 'Implementation Agreement, for <br />Secretarial Actions associated with California Parties' Proposed Quantification Settlement <br />Agreement and other Related Federal Actions, including Implementation of an Inadvertent <br />Overrun Policy, Lower Colorado River, Arizona, California and Nevada' (Federal Register Vol. <br />66 No. 47 page 14211-14212), The sco in comment eriod ended . 10 2001.
