These conservation measures, which are associated with the water transfers identified <br />in the lA, require NEPA compliance documentation before they can be implemented by <br />Reclamation. The EIS will provide such documentation at a programmatic level, based on <br />available information. <br /> <br />1.3 NATIONAL ENVIRONMENTAL POLICY ACT <br /> <br />NEP A establishes a general framework for evaluating environmental impacts prior to <br />undertaking a Federal action. NEPA requires public disclosure about the environmental <br />impacts of, and alternatives to, discretionary major Federal actions significantly affecting the <br />environment. Seoping is one of the first steps in the process, followed by issuance of a draft EIS <br />and a 45-day minimum public review and comment period, including holding public hearings. <br />All public comments submitted prior to the close of the public review and comment period are <br />considered. The draft EIS is modified, as determined appropriate by Reclamation, and is then <br />issued as a final EIS. A Record of Decision regarding the action cannot be made for at least 30 <br />days after the issuance of a final EIS.
