Statement Requesting Fish Hatchery

The desire for addition of the fish hatchery was expressed by
Hon. John A. Love, Governor, State of Colorado in his testimony at the
Hearings of the Subcommittee on Irrigation and Reclamation, of the
Committee on Interior and Insular Affairs, House of Representatives,
90th Congress, 2d Session, at Fort Morgan, Colorado, November 25, 1968.
An extract of Governor Love's statement regarding this fish hatchery
follows:

"I'm sure that some of the testimony to follow will
describe in detail the desirability of another important
feature of the proposed project, namely, that of water-
oriented recreation and fish and wildlife enhancement. The
lake to be created by Narrows Dam should attract the greatest
recreational usage of any body of water in eastern Colorado.
Since the reservoir would be situated in the heart of our
population center, the projected benefits from recreation
and fish and wildlife enhancement are probably too conservative..
The State of Colorado has indicated its intent to participate
in the cost-sharing features of the project which are attribu-
table solely to recreation and fish and wildlife enhancement.

"The proposed reservoir will provide a fishery of major
importance. In order to adequately stock this fishery, it
will be necessary to construct a hatchery and rearing unit
immediately downstream from the proposed dam. Unfortunately,
our earlier report on the project did not include this
hatchery since our final plan had not then been formulated.
It is estimated that this hatchery and rearing unit would
cost about $877,000, of which half would be paid by the State
of Colorado. .

"The annual benefits attributable to this addition to
the project are estimated at $154,000.

"I therefore feel that the addition of a fish hatchery
and rearing unit to the project would provide a most necessary .
and desirable addition. The proposed addition would not
detract from the benefit-cost ratio, and should add to it. We
are not certain as to what steps should be taken at this time
to add this feature to the proposed project, but we do urge
the committee's assistance in this matter."

12
