<br />Statement Requesting Fish Hatchery <br /> <br />The desire for addition of the fish hatchery was expressed by <br />Hon. John A. Love, Governor, State of Colorado in his testimony at the <br />Hearings of the Subcommittee on Irrigation and Reclamation, of the <br />Committee on Interior and Insular Affairs, House of Representatives, <br />90th Congress, 2d Session, at Fort Morgan, Colorado, November 25, 1968. <br />An extract of Governor Love's statement regarding this fish hatchery <br />follows: <br /> <br />"I'm sure that some of the testimony to follow will <br />describe in detail the desirability of another important <br />feature of the proposed project, namely, that of water- <br />oriented recreation and fish and wildlife enhancement. The <br />lake to be created by Narrows Dam should attract the greatest <br />recreational usage of any body of water in eastern Colorado. <br />Since the reservoir would be situated in the heart of our <br />population center, the projected benefits from recreation <br />and fish and wildlife enhancement are probably too conservative.. <br />The State of Colorado has indicated its intent to participate <br />in the cost-sharing features of the project which are attribu- <br />table solely to recreation and fish and wildlife enhancement. <br /> <br />"The proposed reservoir will provide a fishery of major <br />importance. In order to adequately stock this fishery, it <br />will be necessary to construct a hatchery and rearing unit <br />immediately downstream from the proposed dam. Unfortunately, <br />our earlier report on the project did not include this <br />hatchery since our final plan had not then been formulated. <br />It is estimated that this hatchery and rearing unit would <br />cost about $877,000, of which half would be paid by the State <br />of Colorado. . <br /> <br />"The annual benefits attributable to this addition to <br />the project are estimated at $154,000. <br /> <br />"I therefore feel that the addition of a fish hatchery <br />and rearing unit to the project would provide a most necessary . <br />and desirable addition. The proposed addition would not <br />detract from the benefit-cost ratio, and should add to it. We <br />are not certain as to what steps should be taken at this time <br />to add this feature to the proposed project, but we do urge <br />the committee's assistance in this matter." <br /> <br />12 <br />
