Benefit-cost ratios are 1.81 <br />with direct benefits only and 1.89 with total benefits. Increased <br />benefits to other project purposes results in a reduction of the costs <br />,allocated to irrigstion, thereby permitting full repayment of these <br />costs by the conservancy district in 40 years without a development <br />period. <br /> <br />The State of Colorado has indicated its intent to agree to.administer <br />the land and water areas for recreation and fish and wildlife enhancement <br />and to repay such costs with interest that are reimbursable. A copy of the <br />letter of intent dated February 2, 196B is included in this report. The <br />potential fish hatchery subsequently was added to the plan of development. <br />A letter dated October 6, 1969, approving the revised report is attached to <br />the appended report by the Bureau of Sport Fisheries and Wildlife. <br /> <br />11 <br />
