The <br />operation, maintenance, and replacement costs associated therewith <br />would be nonreimbursable. <br /> <br />The proposed plan of development, as presented herein, is engineer- <br />ingly feasible and economically justified. I therefore concur in <br />and adopt the recommendations of the Regional Director, as set forth <br />on page 4 of his report. <br /> <br />I recommend that you approve and adopt this report as your proposed <br />report on the Dallas Creek Project, Colorado, and that you authorize <br />me on your behalf to transmit copies to the States of the Colorado <br />River Basin, to the Secretary of the Army, and to the other interested <br />Federal agencies for review as required by the Act of December 22, <br />1944 (58 Stat. 887), the Fish and Wildlife Coordination Act (48 Stat. <br />401, as amended; 16 U.S.C. 661, et seq.), procedures approved by the <br />President on May 15, 1962 (S.
