The con- <br />struction costs allocated to irrigation ($26,881,000) would be <br />interest-free and would be repaid in 50 years following development <br />periods of 10 years for full service and 3 years for supplemental <br />service lands from the following sources: water users, $3,195,000; <br />ad volorem taxes, $2,496,000; and apportioned revenues from the <br />Colorado River Storage Project, $21,190,000. <br /> <br />Assuming prior repayment assistance commitments in Colorado for the <br />Paonia, Smith Fork, Florida, Silt, Bostwick Park, Fruitland Mesa, <br />and Savery-Fot Hook Projects which are either constructed, under <br />construction, or authorized participating projects, and with allowance <br />for prior repayment assistance for the Animas-La Plata and Dolores <br />Projects which have been, or are being, considered for authorization <br />as participating projects, it has been determined that revenues would <br />become available as needed to complete repayment in 50 years. <br /> <br />The municipal and industrial water users would repay the costs <br />($4,620,000) allocated to that purpose with interest, including interest <br />during construction, as well as all annual operation, maintenance, and <br />replacement eosts f~r that purpose, which are estimated to be $6,800. <br />The allocated construction costs would be repaid in 50 years with the <br />exception of the prorated costs for 4,000 acre-feet of water supply <br />for which repayment is deferred 10 years under the provisions of the <br />Water Supply Act of 1958, as amended. The interest during construc- <br />tion on municipal and industrial water supply is estimated to be <br />$290,400 at 3.222 percent current interest rate. The actual rate of <br />interest to be used, however, would depend on the rate certified by <br />the Secretary of the Treasury as applicable in the fiscal year in <br />which construction is initiated, as provided by the Colorado River <br />Storage Project Act, as amended. by the Act of June 27, 1960 (74 Stat. <br />225) . <br /> <br />The separable costs of the project allocated to recreation ($1,091,000) <br />and fish and wildlife enhancement ($308,000) would be shared between <br />the Federal Government and the State of Colorado pursuant to the pro- <br />visions of the Federal Water Project Recreation Act (1'. L. 89-72). <br />In addition to paying annually the reimbursable operation, maintenance, <br />and replacement costs of $83,900 for recreation, the State of Colorado <br />would repay, within 50 years, $8,000 of interest during construction <br />and $699,500 of the separable project costs allocated to recreation <br />and fish and wildlife enhancement. A copy of letter dated February 21, <br />1966, from the Governor of Colorado expressing the intent of the State <br />to administer the project land and water areas for recreation and fish <br />and wildlife enhancement and to share the separable eosts thereof is <br />included with the Regional Director's report (pages 69 and 70).
