before Aspinall? Do Monument and Gorge have the same needs? What frequency and
duration of flushing is needed. Does flushing Monument hurt Gorge and downstream.

3, 17. Using snowpack predictions -- if you underestimate runoff and store water for
"spring high flow," you can cause floods. Has prediction capability improved? Need accurate
prediction to protect from floods.

we use W APA data? Will they answer some questions?
