',,:"\ <br />~..;:.;.?!" <br />~'1:~" <br /> <br />INTRODUCTION <br /> <br />This report transmits the recommendations of the Region IX <br />Interagency Flood Hazard Mitigation Team following the disaster <br />declared on July 1, 1983 forfthe counties bordering the lower <br />Colorado River---Mohave, LaPaz, and Yuma counties in the State <br />of Arizona (FEMA-686-DR) and San Bernardino, Riverside, and <br />Imper~al counties in the State of California (FEMA-687-DR) to <br />the Federal Emergency Management Agency Regional Director, <br />the Federal agencies that are a party to the Agreement, and <br />the affected state and local governments. <br /> <br />Purpose of the Report <br /> <br />The report and recommendations of the team are intended to <br />provide the framework for flood hazard mitigation during the <br />reconsg!l_ctionp~()cess to reduce the potent~al tor future <br />flood losses. <br /> <br />Overview of Authority and Background <br /> <br />Since 193~ Federal, State, and local governments have expended <br />in excess of $10 billion for structural solutions to flood <br />problems in the United States. In spite of this investment, <br />flood losses have continued to rise. In an effort to stem <br />continuing increases in disaster relief programs and develop- <br />ment pressures within the Nation's floodplains, federal emphasis <br />shifted toward a comprehensive and coordinated approach to <br />floodplain management. <br /> <br />An Office of Management and Bud~:Lmemorandum, dated July 10, <br />1980, provides the J~~i!si!;l_f()~t:l1e_Elstablishment of reqional, <br />interagency, and in'l:er-g:g~erllmentalh."lzard-.!llitigation teams <br />designed to promote a comprehensive approach to flood hazard <br />mitigation during the post-flood recovery process. These teams <br />were then formulated under the Interaqency Aqreement for Non- <br />Structural~Damaqe Reduction Measures of Dece!!ll:>er 15, 1980. <br /> <br />The Office of Management and Budget directive requires that a <br />report be prepared by the team within 15 days of a presidential <br />disaster declaration, that the mitigation activities recommended <br />in the report emphasize non-structural measures, and that <br />federal agencies combine their recovery actions to achieve <br />economy of expenditures and reduce future losses to the fullest <br />extent practicable. <br /> <br />The report is considered to be a conceptual guide for all <br />federal agencies providing recovery assistance in the disaster. <br />An inter-agency task force in Washington, D.C. was also estab- <br />lished by the Interagency Agreement to coordinate activities <br />and facilitate funding to implement the recommendations in this <br />report. <br /> <br />1 <br />
