This element must include <br />a statement of development policies, standards for population <br />density and policies for development of housing, business, indus- <br />trial, and other sites. Because there are no special standardized <br />guidelines for this element, its enforcement at the local level <br />varies from comprehensive to marginal. <br /> <br />Subject to certain restrictions imposed by the State Legislature, <br />counties and incorporated cities have the authority to enact land <br />use and building construction standards consistant with the <br />gene.!"a_~ _12lal1_adc:lpt_e_C1bY_.1:l'1e__ county or_ CJ. ty. <br /> <br />Riverside and San Bernardino counties, as well as the cities of <br />Blythe and Needles, are in the regular phase of the National ~ <br />~lood Insurance Program. Imperial County is in the emerqency ~ <br />phase. <br /> <br />Indian Tribes <br /> <br />Indian tribes bordering the lower Colorado River have similar, <br />yet distinct, forms of government. <br /> <br />The Colorado River Indian Tribes were organized into a self-govern- <br />ing body August 13, 1937 under the Indian Reorganization Act <br />dated June 15, 1935 (Stat 378) and amended June 18, 1943 (48 Stat <br />984). The governing body consists of nine elected tribal council <br />members. The chairman and vice-chairman are elected at large by <br />the members of the tribes; the elected council members elect <br />from within the Tribal Council the secretary and treasurer. <br /> <br />The Quechan Tribe's constitution was approved December 18, 1936 <br />and revised in 1974. The governing body consists of seven members <br />elected at large. The chairman and vice-chairman are elected to <br />4-year terms and the other members to 2-year terms. <br /> <br />On May 18, 1957 the Fort Mojave Tribe's constitution and by-laws <br />were approved by the Interior Department as the governing docu- <br />ment of the reservation. The tribe is governed by a 7-member <br />tribal council elected to 4-year terms. Officers are elected at <br />large from the current council members. <br /> <br />The Cocopah Tribe's constitution was approved on June 24, 1964. <br /> <br />13 <br />
