<br />~ <br />~ <br />c <br />(I"; <br />c <br /> <br />:':iif~ <br /> <br />PART III <br />GOVERNMENTAL AND REGULATORY STRUCTURE <br /> <br />State of Arizona <br /> <br />Local government in Arizona is comprised of cities, counties, <br />and special purpose districts. Cities are incorporated entities <br />of local government and counties govern the unincorporated areas <br />of the state not otherwise subject to city, state, or federal <br />laws. <br /> <br />A city may be a charter or general law community; a county is <br />a qeneral law commun1ty. A charter C1ty 1S one Wh1Ch aea~s w1th <br />local problems by means of approving a charter of its own. The <br />charter is submitted to the electorate for approval and, if <br />accepted, is submitted to the state legislature for approval. <br />Charter cities and counties vary the structure of their local <br />government according to their particular needs. General law is <br />used to describe a form of government under which the city or <br />county is subject to the general laws passed by the state legi- <br />slature. There are elected officials (3 in Mohave and LaPaz <br />counties, 5 in Yuma County) that make up the legislative body <br />which then appoints the city administrative officials. <br /> <br />Arizona's State Floodplain Statute (ARS 45-2341) requires that <br />each floodplain board adopt floodplain regulations within its <br />area of jurisdiction. A floodplain board is defined as a <br />governing body of an incorporated town or city, charter city, or <br />county. Of he counties involved in this disaster, Mohave <br />entered the reqular phase of the National Flood Insurance ro- <br />grams on March 15, lqR, LaPaz and Yuma County are in the <br />emergency phase.
