<br />.. <br /> <br />~ <br /> <br />The Forest Service administers programs and provides services <br />and cooperation for the states and private forest landoyners to <br />promote better yatershed protection and land treatment. The <br />Forest Service cooperates yith the state foresters to provide <br />protection against fire, insects and disease; promote forest <br />management practices; aid in tree distribution and planting for <br />forests and shelterbelts; and provides technical assistance in <br />forestry phases of yatershed protection and flood prevention <br />proj ects . <br /> <br />Land treatment programs for the private lands are administered <br />by the Soil Conservation Service through cooperation yith Soil <br />Conservation Districts. Financial assistance or cost-sharing for <br />establishment of practices is provided by the Agricultural Stabi- <br />lization and Conservation Service yith the Rural Environmental <br />Assistance Program. In addition, for those counties yithin the <br />Great Plains portion of the Missouri River Basin, financial <br />assistance for installation of practices is provided on a contract <br />bas iB through the "Great Plains Conservation Program" administered <br />by SCS. Technical assistance for planning and application of land <br />treatment, under both the regular SCS, REAP, District Cooperative <br />Program and the Great Plains Conservation Program, is provided by <br />SCS. A record of accomplishments to date and during fiscal year <br />1970 for selected yater and related land resources practices in <br />the private sector is included in this report. These data have <br />been compiled for the Missouri Basin portion of each state on <br />county delineations used for the Basin TYpe I Study. The acres <br />of each state yithin the Missouri Basin is shown in the table. <br /> <br />Water Facilities Loans and Grants <br /> <br />The Farmers Home Administration has assisted organizations <br />of farmers and ranchers yith the development of irrigation yater <br />supplies and systems, livestock yater and central community yater <br />sYBtems Bince 1937, yhen extreme drought conditions prompted the <br />passage of the Water Facilities Act to provide financial and <br />technical asBistance in the 17 Western States. <br /> <br />The program is now nationyide and has been broadened to permit <br />aBBistance to organizations serving all rural residents, including <br />farmers and non-farmerB alike. Loan and grant assistance for both <br />yater and yaste disposal facilities to public agencies and private <br />nonprofit corporations serving residentB of open country and rural <br />towns and villages of not over 5,500 population is also authorized. <br /> <br />The Farmers Home Administration is authorized to provide grant <br />assistance to public organizationB BUch as counties, townships, and <br />state, local and regional planning commissions for the preparation <br />of comprehensive area plans for use in developing yater or seyer <br />systems serving rural areas. <br /> <br />'-tet <br />
