<br />- 2 - <br /> <br />or agency recommends takeover, the Commission will, upon motion of such <br />department or agency stay the effective date of its order for two years to <br />permit presentation of the case for takeover to Congress. If by the expi- <br />ration of the 2-year stay Congress has not authori~ed takeover the new <br />license will become effective, <br /> <br />Where the licensee does not WiBh to continue power operations, and in the <br />judgment of the Commission conversion of the project to a nonpower use will <br />best serve comprehensive development of the affected lands and waterways, <br />the FPC is authorized to issue a license for that purpose. The nonpower <br />license will be temporary, continuing only until such time as in FPC's judg- <br />ment a State, municipal, interstate agency, OT another Federal agency assumes <br />regulatory supervision of the lands and facilities included in the nonpower <br />license. This will assure that there will be no gap in regulation. <br /> <br />Since 1963, the Commission has had a program underway of water resources ap- <br />praisals for hydroelectric licensing. This program iB intended prilnarily <br />to aBsist the Commission in its licensing work, including decisions aB to <br />whether or not a project to be licensed fits into a comprehenBive plan for <br />the basin. Under the first step of this program, Planning Status Reports <br />were prepared for individual or groups of river basins. These reports show <br />data on existing water resources developments and known potentials, summarize <br />the license status of non-Federal hydroelectric developments, review past and <br />current planning studies, and identify the needs for additional planning. <br />This work has been completed countrywide. In addition to the Planning Status <br />ReportB, considerably more detailed Appraisal Reports are being prepared <br />under Step 2 of the program, involving independent surveys and studies by <br />the CommisBion's staff in those instances where adequate information is lack- <br />ing for the Commission's most urgent hydroelectric project licensing activi- <br />ties. For small or isolated projects there is also an Evaluation Report <br />which in effect is an abbreviated appraisal-type report and presents a sub- <br />basin plan for the evaluation of the pertinent projects in terms of known <br />facts about itB relation to the basin and other areas, An Evaluation Report <br />has been prepared for the Mystic Lake Licensed Project No. 2301 on West <br />Rosebud Creek, a subtributary of the Yellowstone River. Copies of the Plan- <br />ning Status Reports, Appraisal Reports, and Evaluation Reports are made <br />available to Federal agencies and others for their information and use, <br /> <br />In accordance with regulations adopted by the Federal Power Commission, <br />December 12, 1966, a complete inventory was prepared of existing and poten- <br />tial recreational use and development of all hydroelectric power projects <br />operating under license issued by the Federal Power Commission. Based on <br />the first biennial inventory the Federal Power CommisBion has publiBhed a <br />~port dated June 1969 entitled '~ecreation Opportunities at Hydroelectric <br />~ojects Licensed by the Federal Power Commission", The Becond biennial <br />~~ting is completed. <br /> <br />Power Requirements_and_.Su~ studies include analyses of the characteristics <br />and quantities of electric power required in the various power supply areas <br />and subareas of the Basin as defined by the Federal Power Commission. There <br />are ten power supply areas and 28 subareas wholly or partially within the <br />Missouri River drainage area which require invcstigations, require knowledgc <br />of the loads and of the generating facilities available to and planned by <br />
