<br />...", - '\. <br /> <br />0'189;1 <br /> <br />Conclusions and Recommendations <br /> <br />A repayment contract, containing agreements between the United <br />States Government and the Purgatoire River Water Conservancy District, <br />must be executed prior to undertaking construction of the project. <br /> <br />It is recommended that the repayment contract proVide for varying <br />annual payments adjusted to available annual water supplies and changing <br />farm economic conditions as reflected by current price indexes. In <br />addition, the contract, with the conservancy district, should provide <br />for subcontracts with 11 ditches, comprising the service area, which <br />recognize the variable annual payment principle and incorporates the <br />operating principles. Tbese subcontracts must provide for equitable <br />distribution of changes between the 11 ditches and be satisfactory to <br />the Secretary of the Interior. In order for the repayment contract to be <br />acceptable to the Secretary of the Interior, the Model Storage Right must <br />be formally transferred to the Trinidad Reservoir. <br /> <br />22 <br /> <br />~ <br />
