<br />0'1894 <br /> <br />The llut'ns and Duncan, Lewelling and McCormick and Salas have indices <br />of 100 because they are in a position to divert project return nows. <br />Water available at their diversions cannot be physically shared with the <br />other ditches. Column 15 gives the total repayment capacity for each <br />ditch. <br /> <br />The total average annual payment capacity for the project is estimated <br />to be $119,SGO or $6.08 per acre. Because this is a multiple-purpose <br />project with flood control and recreation also bearing costs, you are <br />not asked to pay the total amount 01' the computed payment capacity. <br />Construction costs and eperation, Maintenance, and Replacement costs <br />are shared by the three project functions, flood control, irrigation, <br />and recreation in accordance with benefits accruing to each function. <br />When these computations were completed by the Corps of Engineers, the <br />estimated construction cost to be borne by the irrigators was found to <br />be $6,255,60~ for the 70-year period. This is the present estimated <br />allocation of construction costs to irrigation. Should actual costs <br />increase or decrease, irrigation would be expected to pay ita fair <br />ahare, whether it be more or less than this amount. <br /> <br />In addition, the irrigators will have to pay a share of the annual <br />Federal eperation, Maintenance, and Replacement costs for Trinidad <br />Reservoir. This has been estimated in our report to be $9,700 or 49~ <br />per acre, Again this figure may vary and irrigators are espected to <br />pay their share of the actual Operation, Maintenance, and Replacement, <br />whatever it may be year to year. <br /> <br />The irrigation benefits sent to the Corps for the determination of <br />cost allocation consist of: (1) the direct benefits to the farmers as <br />determined by the farm budgets, (2) the direct benefits to the area, <br />and (3) indirect benefits derived from marketing and processing the <br />increased farm production.
