Las Vegas and Southern Nevada have been fortunate in that several
prominent members of your group have taken an active part in community
life, state government, various boards and com, missions. I feel sure that
the fruitful discussions resulting from these conferences of yours and the
interim work of your committees that much good will come to us.

MR. McMULLIN

Before continuing with the progr;il.m, I would like to briefly review
the purposes of the Colorado River Water Users' Association. I realize
the old timers in the audience and the older members certainly need no
reminder on my part of the purposes of this Association. However, as
this organization has grown we have many new people with us and I feel
it would be appropriate to review the Association's purposes. I will stick
to the by-laws for they very adequately and properly outline the purposes.

This Association is organized to,protect and safeguard the interests
of the users of the Colorado River stream system. To contact State and
Federal agencies on matters of material or vital importance to the member-
ship of the Association. To formulate and promote passage of legislation
for the benefit and welfare of the water users. To study and advise upon
proposed irrigation, power and land development projects. To plan ways
and means of bringing about the construction of approved projects designed
to beneficially use the waters of the Colorado River system and safeguard
state contracts with the Government for :water and power upon which the
welfare of the water users depend.

1

Then the by-laws go on to outline that the Association shall cooperate
with State and Federal agencies in planning the appropriate development and
use of water resources of the Colorado River basin with equity towards all
users and interests. It s,hall be the duty of the Association to take prompt
and vigorous action to protect infringem'ent upon the water rights and re-
sources of the water users by political q.gencies making pleas of national
expediency. The Association may cooperate with and support the purposes
and objectives of organizations having the approval of the officers and
directors whether they are on a state-wide, regional or national basis. The
Association shall avoid as far as possible being influenced by the State or Fede-
ral agencies on the grounds of expediency but shall be guided in its work and
purposes by the needs of the actual users of the water of the Colorado system
within the United States.

I
I

**.~****

- 2 -
