<br /> <br />Mr. Bentrup called the meeting to order at 9:40 a.m. <br /> <br /> <br />, <br /> <br />MEETING CALLED TO ORDER <br /> <br />Mr. Tempel of Colorado moved to approve the Minutes <br />of the last meeting, seconded by Mr. Reeve of Kansas; <br />motion carried. <br /> <br />REPORT OF STANDING COM!1ITTEES <br /> <br />Administrative and legal Committee -- no report. <br /> <br />Engineering Corps Committee -- no report. <br /> <br />OPERATIONS COMMITTEE REPORT <br /> <br />Operations Committee report was made by Lane Hackett <br />as follows: <br /> <br />November 1, 1974 through October 31, 1975 <br /> <br />Winter storage began at 2400 hours, Mountain Standard <br />time, October 31, 1974, with the reservoir being empty since <br />April 18, 1974. <br /> <br />A river flow call was released November 1, 1974 to fill <br />a demand made by Colorado. This river flow release was on and off <br />through November and December due to winter weather factors, and <br />in cooperation with the USGS in construction of the new control <br />station below John Martin. The average release for this period <br />was about 14 cfs. Storage accumulated in the reservoir to January 1, <br />1975 was 1556 acre feet. On February 25th, 1975, a 12 cfs river <br />flow release was made to fill a Colorado demand, and was maintained <br />through the remainder of the winter storage period. <br /> <br />Conservation storage on April 1, 1975 was 8555 acre feet. <br />Kansas placed a demand for 400 cfs to be released April the 1st, but <br />relinquished for a later date to coincide with Colorado's call. <br />Light snows and high wind in the area would have caused considerable <br />inefficiencies in use of the short water supply. Initial release <br />was made at 8:30 a.m. April 8, 1975 to meet the Kansas demand of <br />400 cfs and Colorado of 600 cfs plus river flow. The storage was <br />8,758 acre feet. Maximum releases was maintained until the reservoir <br />became empty April 12, 1975. <br /> <br />The gates remained open and the river was administered <br />according to Colorado Priority System until winter storage began <br />October 31,1975. June, Jul~ and August/localized rainstorms crea- <br />ted some tributory flows below John Martin and isolaged ditch damage <br />in water District No. 67; majority of any flood conditions was below <br />John Martin to the state line. <br /> <br />During the season inflow into John Martin never exceeded <br /> <br />-2- <br /> <br />~ I <br />
