<br />-, <br /> <br />Phase II <br />The future administration of the Arkansas.River during <br />flood conditions would be improved if guidelines were <br />available from which operational decisions could be <br /> <br />readily made. These guidelines should include the <br /> <br />ownership and distribution of floodwaters for a <br /> <br />variety of flood conditions. <br />OBJECTIVE: The objective of this phase is to route various hypo- <br /> <br />thetical floods along the study reach, thereby deter- <br /> <br />mining ownership and distribution of the floodwater. <br /> <br />PROBLEM: <br /> <br />APPROACH: <br /> <br />The analysis will include travel time as well as <br /> <br />mainstem, tributary, and ditch flows~ <br /> <br />Historical flood hydrographs will be used to develop <br /> <br /> <br />simulated flood .hydrographs for use with routing model. <br /> <br /> <br />Numerous flood conditions will be analyzed in order <br /> <br /> <br />to develop workable guidelines for making operational <br /> <br /> <br />decisions during similar events. The analysis will <br /> <br /> <br />include water distribution by Colorado water law <br /> <br /> <br />and interstate compact rules. <br /> <br />, <br /> <br />3 <br />
