<br />. ;:,\~:: <br /> <br />.y <br />:,'1 <br />c~mprehensive final report on the scope, methods, and results of the <br /> <br />investigation will be submit.ted to the Arkansas River Compact <br /> <br />Administration during October 1977. <br /> <br />Phase I <br /> <br />PROBLEM: <br /> <br />Concern has been expressed regarding the administration of <br /> <br />the Arkansas River from Pueblo Reservoir to John Martin <br /> <br />Reservoir during and following the flood of August 2, <br /> <br />1976. During this flood the .gates'at Fueblo. Reservoir <br /> <br />were closed in order to prevent downstream flooding. <br /> <br />The flood waters were later released at. a reduced discharge <br /> <br />rate. <br /> <br />OBJECTIVE: The objective is to develop routed flood hydrographs of <br /> <br />the August 2 event at several downstream locations. <br /> <br />The hydro graphs will be developed on the basis that <br /> <br />the flood was not stored in Pueblo Reservoir. All <br /> <br />major tributary inflows. and diversion outflQWS would be <br /> <br />accounted for in the study reach. <br /> <br />APPROACH: <br /> <br />An existing reservoir release routing model will be <br /> <br />modified to accommodat<; travel. ti.me and flood conditions <br /> <br />in the study reach. All data on major tributary inflows <br /> <br />and diversion outflows during and immediately after this <br /> <br />flood will be. compiled. The flood hydro graph as determined <br /> <br />by the routing model will. be analyzed with regard to <br /> <br />Colorado water law, interstate compact rules, and current <br /> <br />irrigat.ion practices. <br /> <br />2 <br />
