<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />10~i3- <br /> <br />The present Eastern Division firm power rate"has been in effect since <br /> <br />1965 when a rate increase of sbout 5 percent became effective and the <br /> <br />Western Division firm power rates have been in effect for over 20 years. <br /> <br />Increasing annual expenses, particularly those incurred by increased <br /> <br />power operstion and maintenance costs, have indicated the need to <br /> <br />investigate the adequacy of the present rates to generate sufficient <br /> <br />net revenues to meet the repayment criteria. This report presents results <br /> <br />which show that a net increase in net annual revenue of about $3.8 million <br /> <br />is required to restore the P-S MBP to a sound financial position. <br /> <br />II. RESULTS <br />The FY 1972 Average Rate and Repayment Study indicates that both the <br />Eastern Division and Western Division firm power returns need to be <br /> <br />increased to maintain the financial integrity of the Pick-Sloan Missouri <br /> <br />Basin Program. According to the detailed computer studies average <br /> <br />additional revenues of $3.8 million per year are required to meet <br /> <br />established repayment criteria. Repayment of reimbursable costs <br /> <br />would be achieved in accordance with the following schedule, provided <br /> <br />that aversge firm commercial power yields in the Eastern Division are <br /> <br /> <br />increased from 4.387 mills/kwh to 4.78 mills/kwh (0.393 mills per <br /> <br /> <br />kilowatt-hour) and the peaking power rate is increased from $6.00 to <br /> <br /> <br />$6.60/KW/season and in the Western Division average firm power yields <br /> <br /> <br />are increased from 6.15 mills/kwh to 6.40 mills/kwh (.25 mills per <br /> <br /> <br />kilowatt-hour) : <br /> <br />2 <br />
