Also, <br /> <br />transmission line routings are selected to assure minimum <br /> <br />impact on the environment. Consideration of environmental <br /> <br />aspects has increased construction costs of these facilities. <br /> <br />To enhance recreation and fishing activities at main-stem <br /> <br />facilities, new operational constraints concerning weekend <br /> <br />water releases and minimum reservoir elevations have been <br /> <br />enacted. These adjustments from previous operations result <br /> <br />in a projected loss of associated power revenues of approxi- <br /> <br />mately one-half million dollars annually. These pressures <br /> <br />are expected to continue and have further adverse impact on <br /> <br />power revenues. <br /> <br />B. Repayment Criteria <br /> <br />l. Application of Revenues <br /> <br />In accordance with repayment criteria, the repayment study <br /> <br />first applies all sources of revenue from each of the <br /> <br />revenue-producing functions to payment of annual operation <br /> <br />and interest costs. An annual transfer of funds from <br /> <br />P-S MBP is made to the Western Division Integrated Projects <br /> <br />which is sufficient to cover the operating expenses, amortize <br /> <br />23 <br />
