Reliability Factors <br />A long-term improvement-modernization plan to bring the <br /> <br />Federal system up to current reliability standards was <br /> <br />initiated several years ago. This plan, presently well <br /> <br />into the construction phase, calls for additional trans- <br /> <br />mission, transformer capacity, sectionalizing breakers, <br /> <br />voltage regulation and other control equipment as required <br /> <br />to meet operational criteria. <br /> <br />9. <br /> <br />Environmental Factors <br /> <br />On January 1, 1970, the President signed into law the <br /> <br />National Environmental Policy Act of 1969, which dedicates <br /> <br />the Federal Government "to create and maintain conditions <br /> <br />under which man and nature can exist in productive harmony." <br /> <br />Design and construction standards, considerate of environ- <br /> <br />mental impact, as established by the Bureau to improve <br /> <br />electric power transmission and substation facilities <br /> <br />appearance is in accord with this policy.
