If any user desires to make a change he is required to <br />notify the commhsionerby noon of the ,day prior to the change. If the <br />change is to reduce withdrawal, the commissioner notifies other users of <br />additional water available in the order of their priority entitlement. <br />The water commissioner's, function assumes more importance by mid- <br />summer when native flows are lowest, when imported waters are being used <br />more, and when exchange of water among right owners is at a peak. <br />Water users are, permitted to llse the natural stream channels for <br />transport of water which they may obtain by import from outside the basin, <br />by exchange with other water right owners, or from storage. The <br />commissioner's responsibility is to ensure that use of the stream as a <br />common carrier does not cause injury to any water right owner. This <br />involves computing the transit loss of the imported and storage water, <br />so only the diminished amount is withdrawn from the stream. <br />Reservoirs in, the system consist of Some which are active in the <br />exchange system and some which are not. The latter are operated at the <br />convenience of their owners, hut again, the commissioner is responsihle <br />for assessing conveyance losses if the stream system is used for convey- <br />ance of these stored waters. <br />
