In order to be effective, the commis- <br />sioner must have an intricate knowledge of the functioning of the system <br />under his responsibility. Such knowledge includes cognizance of all <br />types of water decrees in effect, physical layout of the entire system, <br />capacities and conditions of all components such as pipel ines, ditches <br />and reservoirs, system response times, characteristics such as rates of <br />return flow to the river and loss rates from the river, and the charac- <br /> <br />teristics ,of the watershed supplying the system. <br /> <br /> <br />Each:commissioner makes daily measurements of the water available <br /> <br /> <br />from the :river, and from that measurement determines eligibility of <br /> <br /> <br />users to divert water., Allowable diversions may be modified hy deferral <br /> <br />of water by some users, exchanges between users, availability of <br /> <br /> <br />imported water belonging to specific users, and availability of stored <br /> <br /> <br />water belQnging to specific users. Within the 1 imits of hi.s authority, <br /> <br /> <br />the water ;commissioner enforces the priority system and at the same time <br /> <br /> <br />seeks to 'maximize the number of users satisfied, while holding losses <br /> <br /> <br />from the system to the smallest possible amount. <br /> <br /> <br />The water commissioner also has "unofficial" functions. He ensures <br /> <br />that water users maintain the physical integrity of their systems. He <br />provides the first point of contact for water right owners in adminis- <br />trative functions related to proposed changes in the use of water or in <br />points of diversion.
