9

.

Cost Estimates

Costs for daxas and reservoirs, the diversion dax,l and for
conduits were obtained by computation of quantities and app1ying
unit costs. Powerplant and substation costs were obtained frOLl
curves; transmission line costs per mile were taken from estimating
data. Data from curves were compared with existing installations
of similar size. Regardless of the method used, DC-1's were
prepared for all features. Advance prints of recent U.S.G.S.
mapping on a 1 to 24,000 scale were very useful in making layouts
and obtaining quantities, prOfiles, and 1engths. Exhibit 1A is
a schematic single-1ine diagram of the e1ectrica1. transmission
system. Adjustments were made in cost estimates to the degree
that accessibility, a1. ti tude, climate, ge010gy, hydr010gy, labor
supply, and sources of material deviate from normal conditions.
All costs were converted to July 1962 price levels. Costs for
recreation development were obtained from the National Park
Service and the Bureau of Sport Fisheries and Wildlife.

SUlKJarY of Construction Costs

.

Over-all costs charged to construction include the estimated
cost of construction in the fie1d, a contingency factor, and allow-
ances for construction faci1ities, investigations, engineering, and
overhead expenses. The estimated construction cost as set forth in
the p1.an of development is $111.,108,000 including costs associated
with recreational deve10pment. y

Operation, Maintenance and Replacement Costs

Costs chargeab1e to Operation, Maintenance and Replacement
were obtained from three sources. Those associated with irrigation
works were computed from data in the Reclamation Instructions,
Series 150, Part l53; Operation, Maintenance and Replacement costs
of powerplants and power 1.ines were derived from Reclamation
Instructions, Series 580, Part 583. Operation, Maintenance and
Replacement costs for fish and wi1dlife and recreation were
estimated by the agency concerned.

Instructions used for determining replacement costs were
published in reports of July 1958, November 1960, and supplemented
by 1etter of July l2, 1960, entitled "Approximate Factors for
Computing Replacement Reserve Requirements--Missouri River Basin
Project."

Y Costs by feature appear in Table No. A-l.

.
