This section covers the work of coordinating and inte-
grating the work resulting from previous chapters of this outline and
delineating work necessary to provide the means of meeting the needs
of basin.

11. Your Subcommittee acknowledges that further time spent on the
outline would improve it somewhat. However, they feel that the slight
improvement that could be made does not warrant the additional time
required. In addition, it is anticipated that unforeseen situations
and more intimate knowledge gained as the study progresses will clearly
indicate desirable changes.

12. The matter of public hearings was raised in the Subcommittee
deliberations. It was the concensus of the Subcommittee that this was
a matter for the main Committee or for the Subcommittee directed to
undertake the study. The former might be preferable. Public hearing,
or some form thereof, might be held early to explain general desires of
local people and organizations and late in the study. The latter form
could take the form of informative meetings to explain the general plan.
It was brought out that public hearings or meetings would have public
relations value. It was mentioned that presentations or statements made
at such meetings would probably be primarily of local concern rather
than basin-wide. The Federal agencies and States currently have much
data available on local problems.

CJrw~'~ Je-Ju
CHARLES A. cl~
Chairman, Subcommittee on
Comprehensive Basin Planning,
MBIAC

4
