With respect to the overall outline it is anticipated that the <br />initial effort in all phases of the study will be a review of available <br />pasic data and existing reports and an appraisal of the adequacy for the <br />purpose of study and a delineation of the additional work and analysis <br />required. In general, it is expected that most of the study will be <br />based on analysis of data already in being. Only minor new data gather- <br />ing will be undertaken and field investigations will be of the recon- <br />naissance type. It is planned to start with essentially current condi- <br />tions, make a benchmark in all studies covering a short range period <br />(about 15 years) and a long range period (50 years). <br /> <br />6. The first chapter of the outline covers the study of the economy <br />of the basin with particular relation to water and related land resources <br />development. Particular attention was paid to selection of items which <br />it was believed would be useful to measure future needs in connection <br />with the balance of the study. It is the hope of the members of the <br />Subcommittee and the Work Group that people do not anticipate a full <br />economic base study useful for their specific interests. It may be a <br />base from which others can take off on economic studies useful for the <br />many various purposes. <br /> <br />7. The second chapter of the outline covers the portion of the <br />study dealing with converting future economic projections and land <br />resource information into the future needs of water and use of land <br />resources of the basin. These needs will deal with water and land <br />resource needs for all purposes. <br /> <br />8. The third chapter covers the analyses of the water resources <br />of the basin. It will cover both quantity and quality. The initial <br />part of the study will be the determination of the quantity and quality <br />under current conditions. Recognition will need to be given to existing <br />water rights not currently being used. After the framework plans are <br />developed, a reanalysis of availability of water will be made. Estimates <br />of future quality will also be made. Climatic conditions and their <br />relation to availability of water will also be considered. <br /> <br />9. The fourth chapter covers the appraisal of current land use and <br />projection of changes in land requirements and shifts in use of land. <br /> <br />3 <br /> <br />
