BOX 12~ <br />Omaha, Nebraska 68101 <br /> <br />MEMORANDUM TO: Missouri Basin Inter-Agency Committee <br /> <br />FROM: Subcommittee on Comprehensive Basin Planning <br /> <br />SUBJECT: Interim Report <br /> <br />1. At the June meeting of the Committee the Subcommittee on <br />Comprehensive Basin Planning made a report covering the desirability of <br />undertaking a Comprehensive plan of the Missouri Basin and presenting a <br />general definition of scope of such study. The Committee directed the <br />Subcommittee to continue and prepare an outline of the study, time <br />schedules and an estimate of cost. <br /> <br />2. The Subcommittee established five Work Groups and have proceeded <br />on their assigned-taSk. This is an interim report covering the outline of <br />the proposed study which is attached hereto. It is submitted at this <br />time for your consideration while the Subcommittee and its work groups <br />continue their activity in the preparation of time schedules and estimate <br />of cost. It is anticipated that these latter two items can be available <br />for your next meeting, so that consideration can be given to all three <br />items. <br /> <br />3. The general definition of scope of the study in our report at <br />the June meeting was as follows: <br /> <br />"The Subcommittee considers that the Comprehensive Framework <br />Plan for the Missouri Basin would consist of studies of an area <br />that provide long-run economic projections of economic develop- <br />ment, translation of such projections into demands for water and <br />related land resource uses, hydrologic projections of water avail- <br />ability both as to quantity and quality, and projections of related <br />land' resource availability, so as to outline the characteristics of <br />projected water and related land resource problems and the general <br />approaches that appear appropriate for their solution." <br /> <br />Since adoption of this definition the Interdepartmental staff committee <br />has modified the definition of the framework type of study by changing <br />the last part to read "identification of objectives for meeting the <br />needs in terms of management, regulation, or control of the water and <br />related land resources, and as a maximum the formulation of a general <br />plan of development," which explains the phrase "so as to outline the <br />characteristics of projected water and related land resource prOblems <br />and the general approaches that appear appropriate for their solution," <br />somewhat more clearly. <br />
