<br />0011)94 <br /> <br />l1EI'IORANDUl1 BY SENATOR HAYDEN <br /> <br />Amendment to HR 7365 <br /> <br />, <br /> <br />The substitute national planning p-oposal which I have submitted <br />is designed to acco~plish the following purposes, <br /> <br />1. To ma.Jce plain tlu1.t no national or regional planning authority <br />is to have any measure of control over the oonstruotion of publio roads by <br />the States so as to interfere with the operation of the Federal Aid Highway <br />Act of 1916, as amended, <br /> <br />~i <br /> <br />2, To gU/irantee to the States jurisdiotion and oollItrol over <br />their own lands and water resouroes, <br /> <br />. . <br /> <br />3. To eliminate the possibility of there being established <br />another agenoy of the Government whioh ,.ould engage in the oonstruotion of <br />flood control, recl~tion, erosion control and other projects, Existing <br />Federal agenoies are prepared through long experience to oontinue suoh <br />actual field construotion and supervision, 1-1hat ie needed is more 00- <br />ordination be~een the various bureaus and departments of the Federal <br />Government, whioh is tha aim of the pro?osal I am Offering. <br /> <br />4, To establish a national planning agency that can operate at <br />a minimum,of expense. It is for this reason that no provision is made for <br />extensive employment of personnel, but machinery is set-up for'utilizing <br />the servioes of experts from the Federal and State Governments. <br /> <br />5. To prevent the creation of rigidly defined national regions <br />operating without respect to State lines, Regional Boards functioning <br />under the supervision and control of the National Board are authorized to <br />be established. The designation of particular regions is not fixed by <br />inflexible law, but left to the discretion of the liational Board, A <br />majority of the members of the Regional Boards would be residents of their <br />region in order to insure a proper local perspective. <br /> <br />. <br /> <br />The substitute bill <br /> <br />I, Sets up a National Resouroes Board of seven members (four <br />appointed by the President for staggered four-year terms, and three <br />designated by the Seoretaries of Hal', Interior, and Agrioulture,) <br /> <br />2. Authorizes the Bo~rd to formulate plans far flood control, <br />reclamation and conservation of natural resources generally. <br /> <br />',< <br />. <br /> <br />3. Provides for cooperation and integration of the aotivities of , <br />the several Federal de?artments and bureaus concerned with oonservation work. <br /> <br />" <br />
